These are designed specifically for bringing clays down to Earth and they use a paper over-powder wad to reduce plastic on the ground.

Federal Top Gun Lead and Steel Shotshells
Federal’s Top Gun line offers lead and steel shotshells. They use a cellulose-based filler to keep the shot patterns consistent, as well as over-powder paper wads to help reduce the amount of plastic on the ground. There are two lead and two steel options, giving shooters a total of four choices, all of which are 12-gauge, 2 3/4″ shells. When it comes to lead, both 7.5 and 8 shot is available. Both use a 1 1/8 ounce payload and fly at 1,200 feet per second. If steel is your bag, 7.5 shot is your singular option. While both steel options use a one-ounce payload, one gives you 1,250 feet per second, while the other pumps it up to 1,300 feet per second.
